I think all of us are still just overwhelmed with grief for the families and for Virginia Tech and obviously people here remember what happened at the university and how painful it can be (a reference to the shootings at the University of Iowa). I do think that the evidence so far at least indicates that you've got a young man who was mentally deranged, was identified as such, was temporarily committed and was still able to obtain handguns and so one critical question is, 'What happened to our background check system? Why did it fail?' and it seems like we should be able to come to some bipartisan agreement on making that background system, background check system work. The second area which may be fought by the NRA, but I think has to be looked at is the availability of 19-round clips. I'm a strong believer in the rights of hunters and sportsmen to have firearms. I'm a believe in homeowners having a firearms to protect their home and their family. It's hard for me to find a rationale for a 19-clip semi-automatic. I said at a forum earlier this week, 'If you need 19 rounds to shoot a deer, you probably shouldn't be hunting' and so that I think is something that we should be able to have a reasonable conversation about."
"The problem that we've had is that the overwhelming majority of gun owners use those firearms safely, secure them properly and I think would be amenable to reasonable gun control laws. The NRA's attitude has been that any restriction is an infringement on the rights of gun owners and you know because of the breadth of their membership and the large amounts of money that they have at their disposal, I think they are oftentimes able to scare law-abiding gun owners into thinking that Democrats are going to take away their rights and part of what I think we have to communicate is that we are committed to maintaining the rights of lawful gun owners, but that doesn't contradict the need to keep guns out of the hands of the mentally ill or put limits on the accessibility of semi-automatic weapons or make sure that straw purchasers aren't dumping firearms into our inner cities."

Do you believe that we need a carbon tax in addition to a cap-and-trade program?
I believe that, depending on how it is designed, a carbon tax accomplishes much of the same thing that a cap-and-trade program accomplishes. The danger in a cap-and-trade system is that the permits to emit greenhouse gases are given away for free as opposed to priced at auction. One of the mistakes the Europeans made in setting up a cap-and-trade system was to give too many of those permits away. So as I roll out my proposals for a cap-and-trade system, I will price permits so that it has much of the same effect as a carbon tax.

A COMMITMENT TO FISCAL RESPONSIBILITY
Barack Obama’s plan will provide $80-85 billion in tax relief to America’s workers, seniors, and homeowners. Unlike President Bush, whose fiscally irresponsible tax cuts that traded the budget surpluses of the 1990s to record deficits today, Obama has a plan to pay for his tax reform plan. In addition to closing the corporate loopholes and cracking down on international tax havens, he will pay for middle class tax relief by and increasing the highest bracket for capital gains and dividends and closing the carried interest loophole.

We were told by our President that we could fight two wars, increase our military budget by 74%, spend more on education, initiate a prescription drug plan, have tax cuts, all at the same time. We were told by Congress that they could make up for lost revenue by cutting government waste.
The result is the most precarious budget situation we have seen in years. We now have an annual budget deficit of almost $300 billion, not counting more than $180 billion we borrow every year from the Social Security Trust Fund.
It is not the debt that is most troubling. The bulk of the debt is a direct result of the President's tax cuts, 47.4% of which went to the top 5% income bracket.
We can eliminate tax credits that have outlived their usefulness & close loopholes that let corporations get away without paying taxes. We can restore a law that was in place during the Clinton presidency--called Paygo--that prohibits money from leaving the treasury without some way of compensating for the lost revenue.

Strengthen Social Security

In both the Illinois State Senate and the U.S. Senate, Obama has championed efforts to expand the Earned Income Tax Credit (EITC), which is one of the most successful anti-poverty programs to date. As president, Obama will reward work by increasing the number of working parents eligible for EITC benefits, increasing the benefit available to parents who support their children through child support payments and reducing the EITC marriage penalty which hurts low-income families.

The Child Tax Credit allows parents to receive $1,000 per child and has been an important financial resource for working families. Unfortunately, the credit is skewed so that many families who need it the most cannot get it. Because of artificially high income limits that are indexed to inflation every year, parents that work full time at minimum wage are not eligible for the credit. As a result, nearly 17 million low-income children get less than the full credit. Senator Obama worked with Senator Olympia Snowe (R-ME) to introduce legislation lowering the income limit so that 600,000 more families can benefit. Senator Obama also introduced legislation to temporarily expand the Child Tax Credit for low-income parents affected by Hurricane Katrina. Senator Obama succeeded in passing legislation to extend tax credits for military families by allowing service members deployed to war zones to apply their non-taxable combat pay toward the Earned Income Tax Credit.

Rebuild and Repair the Military. The wars in Afghanistan and Iraq have demonstrated the consequences of underestimating the number of troops required to fight two wars and defend our homeland. Barack Obama supports plans to increase the size of the Army by 65,000 troops and the Marines by 27,000 troops. Increasing our end strength will allow units to retrain and re-equip properly between deployments and decrease the strain on military families. Barack Obama also will invest in an equipment reset for the Armed
Services, including the National Guard, which has seen its readiness for homeland security missions decrease significantly.
Transform the Military to Meet 21st-Century Threats. Barack Obama will ensure the United States Armed Forces maintain their technological edge, but will also invest in our warfighters to ensure they have the skills and training to fight and win the 21st century’s complicated conflicts. That includes counterinsurgency and intelligence expertise as well as language skills and cultural literacy. No. Each year, 100,000 Americans will develop Alzheimer's disease, with impaired memory, ability to understand, and judgment. Over 1 million adults will be diagnosed with diabetes this year, and risk complications that include blindness, damaged nerves and loss of kidney function. We all know or have met individuals with spinal cord injuries, including national celebrities, local war heroes and loved ones from our own families and circles of friends, who are struggling to maintain mobility and independence. For most of our history, medicine has offered little hope of recovery to the 100 million individuals affected by these and other devastating illnesses and injuries. Until now. Recent developments in stem cell research may hold the key to improved treatments, if not cures, for those affected by Alzheimer's disease, diabetes, spinal cord injury and countless other conditions. For this reason, I am a proud supporter of the Stem Cell Research Enhancement Act. The president was wrong to veto it, and I will make sure that it is finally signed into law when I'm president.

I stand in full support of the Stem Cell Research Enhancement Act as I did when this bill was introduced and sent to the President’s desk in the 109th Congress. I am proud to be an original cosponsor of this bill.
I am frustrated by the opposition this bill has generated and saddened that we are preventing the advancement of important science that could potentially impact millions of suffering Americans. The study of stem cells holds enormous promise for the treatment of debilitating and life-threatening diseases. However, in order to reach this level of medical achievement, much more research is necessary to understand, and eventually harness, the amazing potential of stem cells. Instead of creating roadblocks, we must all work together to expand federal funding of stem cell research and continue moving forward in our fight against disease by advancing our knowledge through science and medicine."

There are millions of people living in the shadows who would like to fully embrace our values and become full members of our democracy. For the millions living here illegally but otherwise playing by the rules, we must encourage them to come out of hiding and get right with the law. Barack Obama supports a system that allows undocumented immigrants who are in good standing to pay a fine, learn English, not violate the law, and go to the back of the line for the opportunity to become citizens.

The Obama plan will guarantee coverage for every American through partnerships
among employers, private health plans, the federal government, and the states. The plan
both builds on and improves our current insurance system, which most Americans

While the evidence tells me that the death penalty does little to deter crime, I believe there are some crimes--mass murder, the rape and murder of a child--so heinous that the community is justified in expressing the full measure of its outrage by meting out the ultimate punishment. On the other hand, the way capital cases were tried in Illinois at the time was so rife with error, questionable police tactics, racial bias, and shoddy lawyering, that 13 death row inmates had been exonerated.

Conservatives argue that the problems in schools are caused by bureaucracies and teachers' unions; and that the only solution is to hand out vouchers. Those on the left find themselves defending an indefensible status quo, insisting that more spending will improve education.
Both assumptions are wrong. Money does matter in education. But there is no denying that the way many public schools are managed poses at least as big a problem as how well they're funded.
Our task is to identify those reforms that have the highest impact on achievement, fund them, and eliminate those programs that don't produce results. We are going to have to take the teaching profession seriously. This means paying teachers what they are worth. There is no reason why an experienced, highly qualified teacher shouldn't earn $100,000. In exchange for more money, teachers need to become more accountable for their performances, and school districts need to have greater ability to get rid of ineffective teachers.

" The President would have us believe that every bomb in Baghdad is part of al Qaeda's war against us, not an Iraqi civil war. He elevates al Qaeda in Iraq -- which didn't exist before our invasion -- and overlooks the people who hit us on 9/11, who are training new recruits in Pakistan. He lumps together groups with very different goals: al Qaeda and Iran, Shiite militias and Sunni insurgents. He confuses our mission.
And worse -- he is fighting the war the terrorists want us to fight. Bin Ladin and his allies know they cannot defeat us on the field of battle or in a genuine battle of ideas. But they can provoke the reaction we've seen in Iraq: a misguided invasion of a Muslim country that sparks new insurgencies, ties down our military, busts our budgets, increases the pool of terrorist recruits, alienates America, gives democracy a bad name, and prompts the American people to question our engagement in the world.
By refusing to end the war in Iraq, President Bush is giving the terrorists what they really want, and what the Congress voted to give them in 2002: a U.S. occupation of undetermined length, at undetermined cost, with undetermined consequences.
It is time to turn the page. When I am President, we will wage the war that has to be won, with a comprehensive strategy with five elements: getting out of Iraq and on to the right battlefield in Afghanistan and Pakistan; developing the capabilities and partnerships we need to take out the terrorists and the world's most deadly weapons; engaging the world to dry up support for terror and extremism; restoring our values; and securing a more resilient homeland.
The first step must be getting off the wrong battlefield in Iraq, and taking the fight to the terrorists in Afghanistan and Pakistan."
